what about the match chat that is already in use, could it be possible to log into that one per country anytime and not only when there is matches going on..?

it is already possible, when you start a replay but at least in germany you will find no people there when there aren't games, probadly because it is hidden like that. I believe the link to the chat, maybe with a preference which chat you want to visit would be a cool addition.

There are games going on somewhere in the world nearly all the time. It is just a question of finding out who and where. Now obviously there is a big difference between tuesday league games in Espania and private league night in Barbados, but if you want to chat live you almost always can - depending on your language skills.

Mind you this isn't the easiest thing for noobs to find. I this would be the sort of information that could be covered in a linked scrolling "ticker" which I have perviously advocated.

when there's so much people in one chat i guess the chat would look like this:

WHERE CAN I FIND MY DRAFT LIST??????????????
WHERE CAN I FIND MY DRAFT LIST??????????????
WHERE CAN I FIND MY DRAFT LIST??????????????
WHERE CAN I FIND MY DRAFT LIST??????????????
WHERE CAN I FIND MY DRAFT LIST??????????????
WHERE CAN I FIND MY DRAFT LIST??????????????
SHUT UP!
WHERE CAN I FIND MY DRAFT LIST??????????????
WHERE CAN I FIND MY DRAFT LIST??????????????
WHERE CAN I FIND MY DRAFT LIST??????????????
WHERE CAN I FIND MY DRAFT LIST??????????????

which is why we would be needing channel operators, but I think it's prety easy to find these if the chat would be alive.
Now chat only is alive during games, and even then with limited people.

I think a chatbox that is accessible 24h/day 7 days/week is a good idea, but people should get frustrated then when there is no one on at the moment they go looking, and they are willing to try a few times...

In fact chat already is accessible at any time. The easiest way is by using a chatclient like mIRC for instance. or by looking at a replay of the game like someone already said. But it's no use telling this as the channels are only visited during the gametimes, and I think it will stay that way as long as the chatbox is only linked to the gameviewerpage...

They are not your friends; they dispise you. I am the only one you can count on. Trust me.

We have live chat during the match and I hate it, cause it has no GM's (at least in my country). Too many insulting, childish spam, childish insulting spam...
And just imagine intensity of global chat. No one would see what a hell are you writing, because chat speed would be 5-10 messages a second. Thats how I imagine it.
The main idea is good, theoretically. But virtually is too complicated I think.

in fact it is not. We only need some motivated people.
I offered every GM channeloperator rights in any registered chat-channel, some did reply they would want to operate them, or some of them, others didn't reply. Not every G knows how to operate a chat channel.
Would chat be more and easier accessible, I could easely look for competent users to help operate the channels. They do not need to be GMs, just like Mods moderate forums, could Ops operate channels.

The problem would not be in world chat as only English would be alowed, and it would be easy enough for the operators to kick users trying other languages there.
It's for the country-chans that we need locals that understand the language and it's variations.

I can safely say the I Belgium and the Netherlands, chat runs very smoothly, and people comming there realy enjoy it.

If there is enough interest from the community, chat can work. But the BBs need to be convinced chat will add value to the community, or they will not be tempted to set up an active chat.

They are not your friends; they dispise you. I am the only one you can count on. Trust me.

I can't imagine that the highest volume of users online in Buzzer Beater takes place anytime outside of an ongoing match. If there are chat rooms for each country then I think it can be made possible, putting a little work to automatically detect spammers and profanity use i think can be worked out.
