You have to make your fans happy. Pay close attention to TV games, rivalry games, do everything you can to make the team better etc and the fans will come. Bleacher fans are VERY fickle. One loss and a lot wont turn up for the next game. Fans are also very affected by price and finding the perfect balance is a very difficult art.
