What about a 1st division team?
You are probably the most extreme example in the entire BB world. You have been playing since season 2 (an awesome achievement in itself - I am sure much less than 1% of teams have) have kept those wonderful Allstar* players as well as having drafted a ton of trainable players in the more recent years. Some teams are lucky - I am - and draft good rookies all the time, while others seem to get rubbish all the time. One of the guys in my league has been looking for a draft pick to train forever, last season after investing $20,000 a week for the entire season he got 2 benchwarmers and a role player. This season he got a $3,000 star, his best draft pick ever!
What about a 1st division team?Find me a first division team that has 9 of its draft picks playing for it and I'll admit there is a problem.

Yes I think that if it is our draftee, his salare should be lower even as a NT player

Should the discount still apply?I say yes, but don't forget that in my system you only get a discount if their salary this season is higher than last season, so if their salary in season 15 is $300,000 and in season 14 it was $300,000 they get a massive discount of...nothing.
Yes but now you are talking about such a tiny minority of teams. There are how many teams in the USA? 3,500? And I imagine less than 12 actually have a player on the senior national team. I doubt all 12 actually drafted the guy. I know a player who has his own draft pick in the Australian senior team and he gets crazy merchandising. So yes there is already a huge bonus for those lucky few teams but I am a little more concerned with helping the other 3,500.
There is already an incentive in place to train draft picks, it's called merchandise.
