He'll never be a U-21 and he probably will never make the NT either but you can still train him into a decent player for your club.
Check the Suggestions they are important

Sell him. He will be 20 soon and he will never live up to his potential anyway.
Sell him and use the cash to buy some new 18 year old trainees once the season starts

Exactly what the Monkey said. Sell him now and use the proceeds when the draftees go up at the beginning of the season. He's decent but not even out of the range that an 18 year old draftee could have and he's two years older.
