The two caps Monkeybiz writed are only caps written in game manual, so I guess there is no cap for Lower tier and Bleachers.

there is no cap for these, correct. However, there is a soft cap of about 20k fans per game, so building an arena larger than that is often not worth it.

And what about the season ticket holders are theyre numbers growing with time or performance ?

Your season ticket holders will only change once a season (right at the start).

Reasons for it growing/dropping include promotion/demotion and your previous season's results
