It is based on total minutes played and can happen at any time of the season. XP works like any other Buzzerbeater skill. It has a hidden sublevel that goes slightly up every time the player logs any minutes. It does not only go up at the end of the season like a players birthday. I would say that about 1 year per pop is generally correct, though, for a full time starter.

As an example, I have had an experience pop each of the past 2 weeks on James Buckner then Borja Horachita.

I was stating that exp pops only once.... .
Like "a" birthday, and that you notice a change near the end of a season near the 3/4, mark.
You and I are saying similar things, I'm just not talking in tech language. Starters will see a pop in exp every season, bench players will not due to lack of mins, as you say, and I said sure to not starting (lack of mins).
It is all how in you say tomato.
