It is one of the best parts of the game to actually be the scout for your own team, imo.
And one where the difference between a good GM and a bad GM emerge.
So no, I wouldn't let people buy it.

To be honest, I think you should be thankful that some savvy veteran or two has not come to this thread and ripped the suggestion to itty bitty little pieces. This is a strategical game, getting rid of something that provides another level of strategy would just be stupid.
