Not sure if it is still true but there used to be heaps of Chinese teams in division III with a $250,000+ salary player that they trained every week even though they were capped and old and then a few $1k scrubs.

You've said this for a bit... I've been noticing a lot of teams going bot, but the user base doesn't seem to be dropping. Any evidence?

I like the free agent market ... this would provide a second chance for the retired players.

I believe this would lower down the current market price of players, since there would be more choices.
