Great player. He desperately needs defense. For a SF, do OD first, since he's tall, then do ID. Then get him some RB and use what cap/salary you have left on passing.
But I'd go the PF route with him, if you're not locked into another training plan, because you'll have a maxed out player 2+ seasons earlier. Train his IS/ID/RB all up to 15 and he's a dangerous, high skilled PF for a good price before he turns 26. Otherwise you're training him until he's almost 28. At that point your trainer salary is probably better spent on younger players.

I wanted some JR on him even at PF because i want him to be very effective in outside offences. I was planning on doing OD and JR first then moving to the inside skills

Well, if you want JR, too, you definitely can't make him a SF. Your proposed SF build with the JR ins't feasible when you take into account his height and age.
Your best route is to make him a PF. If you really want him to be an outside offense PF, just do Outside Shooting first to get his JR up before you get his inside skills up to what you want. But I would consider building him for an inside (or at least balanced) offense since his IS is already 14 and that (expensive) skill will be wasted in an outside offense. It would be easy to build him as the scoring half of a twin towers duo. Just jack up his ID and IS and find a center with high ID/RB to compensate for your PF's low RB. And while you're training him at IS, you can get plenty of IS on a SF and/or guard trainee.

I dont mind if he becomes a SF or PF, i just want a player that is going to fit both inside and outside offences and be able to defend his position, what would be the best skill set for him for that?

Well, you've got to think about what kind of defense he'll be shooting over. If he's a PF, most PF's don't have a whole lot of OD. So you don't need a whole lot of JS/JR to be successful against them. If you're looking for range as a versatility skill, not a dominance skill, I think you'd be fine with 8+ JR. And the beastly JS will already help. But since his other offensive skills (JS/HA/DR/PA/IS) are all already so high, he's not often going to think a 3FG is his best shot.

If you train him how you said he will be useful only at
inside tactics
as SF (Totally you will add him

In my opinion if he looks like :

He will be one of the best PFs for
every tactic
and not only for inside tactics...Also his value will be higher and more managers will want to buy him when you will sell him (Totally

So decision is yours...
