1) I think it depends on what kind of team the opponent have. If they play Look inside with a PF at SF , I should use a good inside defender to guard him. If they use a PG at SF , I should use a good outside defender to guard him. But most likely would be to have one player with both good inside and outside defence.
2) I consider the hight of these players is above 6'7"?
We all know the player with the HoF potential has more changes to become a future star in our National team, thats why I would advice his manager to start training his outside skillset before he starts to train IS, ID, SB or RB.
So first season I would advice: Passing till 7-8, OD till 7 (tis might require more than 1 season)
Let's say after one season his skills would be:
JS 3 JR 4
OD 7 HA 6
DR 4 PA 7-8
IS 7 ID 8
RB 6 SB 6
2nd season I would continue training his outside skills: 1vs1 SF/PF (about 8 weeks) , than JR till 7
JS 6 JR 7
OD 7 HA 9-10
DR 8 PA 8
IS 9 ID 8
RB 6 SB 6
Next season (20 years old) : pressing PG till 9 , IS for C till 11 , Inside D till 11
JS 7 JR 7
OD 9 HA 10

Like you all see , it has become more a SF-like player. His salary woulnd't have risen very high, but his total skill points do. In other words, I want to prepare the youngsters with potential MVP or higher for their future carreer and stimulate their managers to use their potential the best as possible. (+This one could be very usefull to play as a SF in Inside tactics.)
Rookies with potential levels 6-8 probably won't reach the Belgium national team, but can be very usefull in the U21 team. For those players, I would advise a more 'basic' training.
e.g. the player with this skillset at 18 years old
JS 3 JR 4
OD 2 HA 5
DR 3 PA 4
IS 7 ID 7
RB 6 SB 6
ST 3 FT 3
I would advise his manager to start training 1vs1 SF/PF (about half a season) and SB till next season. Next season IS and ID and 3th season RB + ID or IS. That would make him:

OD 2 HA 9
DR 7 PA 4
IS 13 ID 13
RB 10-11 SB 10
I think it would be stupid to make a monster player from every player. It's more unlikely to train a 100k player out of positioning than training a 10k player out of positioning.
One thing I have not mentionned is the training of Stamina and FT. I would advise every manager to do at least 1 Stamina/FT training / season.
