Driving is pretty easy to improve, I wouldn't worry about that one. The OD - well it really depends how you like your big men. If your other trainees are guards and they need OD it'd make sense either way though.

I have a big that has 18 driving by now and I would not worry about this skill a lot - very easy to train. OD on the other hand is a painful skill to train for a big.

PF 18y, potential 4, grade rating A+ OD atroucious, ID respectable
PG 19y, potential 4, grade rating A- OD respectable, ID respectable

I would order PF first and PG 18y second but it is very close between C and PG. If you want to train them, you should try to get both PF and C.
