I have had made 2times to div 2 doing this. Used to had very high passins, like 12 was lowest on a team for a guard with high IS i think 16. And had big with 16 passing and only defensive skills. Salaries were very low ~70-80k each, nowadays you half it 35 and 40k. Using LI tactics it was ridiculously good ~70% assisted shots to SF-C positions, teared through all defenses. Also used patient alot, it is very effective but you need to have good passing on a centers. In div 3 or so probaby ~9-10 is sufficient, but not ideal. If running patient you can try to switch 2 positions, like C and PF with guards or C and SF. Usually on SF spot people in low leagues tends to have overall shitty defenders, like 10 OD 10 ID. It even worked switching best scorer on C and best center as SF, he used to get some good shots inside, but i think good driving is needed for that.

This time back to the game after like 28 seasons the goal is to get back to div 2 to compete for promotion running on salaries minnimum. So building 20IS guard now, in like 4 seasons will switch to build 20 Pa center

It would hurt your rebounding during offensive possessions depending on the level of the SG. Your center would now count toward your team's outside shooting rating, your power forward's contribution would be weighted more, etc.

The Match Ratings section of the page I linked can help you understand and maximize your strategy I think.
