From the news:
At the start of season 6, we will introduce Junior National Teams. These teams will operate on the same schedule as the full national teams, offset by one season.


That answers 2) and 3)


... that is most important. Senior NTs will play World Championship and Consolation Tournament while U-21 NTs will play Qualifications...

It is absolutely logical because voting is also offset by one season for NTs and U-21 NTs... every NT coach has to start with qualification and end with world championship :)

I said the same, I'm NT coach, and If I want I can give or no give players from NT which are 20 years old
