Does scrimmage matches count as time on the court and do players get training with those games?

Scrimmages do not have any economic effects. They don't cost anything, but they don't bring in any revenue. The fans don't care how you do. They have no effect on enthusiasm.

So they are basically for:

(1) Getting additional training minutes.
(2) Keeping your players game shape up (by playing 50 to 80 minutes per week).
(3) Experimenting with lineups and tactics.
