if you are a team used to finishing in the top 4 and then you have a season where you just survive via a relegation playoff I assume if you are at your STH limit you could still potentially lose some as the numbers get redistributed throughout the league dont they?

True, but the loss will be less than if he got relegated, thus the extra income throughout the season should be taken into consideration.
