I have asked this in the past. I understand why they can not do it. If you know exactly what get's you fined and banned, which tools the GM-s have to catch you in the act etc, the cheaters will try to make transfers that maximize the gain without a risk of being caught.
I as a regular cheater reporter have created a list for myself. Everytime I report someone I will add him to the list. Depending on the severity of the violation (ofcourse what I presume the user has done). If it's multimanaging, I will check the time he has logged in and check when he stops to log in -> he get's banned. With fines it's a little harder. The user transferlists players, does not buy anything for a long time etc. Usually users respond to the messages, when I ask did you get fined for a player transfer etc.

also you will denuciate players who get fines as transfer regulation as cheaters, which wasn't nice.

the details can be hide . in my example , it's just the team , the action that gm did , and the reason (no details ) . with no leak in how the gm convict him .

i'm glad that i'm not the first one who suggest this . glad to meet you .

i'm not a regular cheat reporter , so i have to image , and your example just give a better description . it is inconvenience , not so friendly for the people who help with the games .
