I mean to calculate a training routine which is able to minimise salary payment that lead to the same training result in the end.
For example, if I target to have a level 15 in IS, ID, RB, and SB, it would be better if I delegate the level increment rather than
train one of the specific skills straight to 15 then only change to another.
The bold method will definitely cost more salary than the delegate method.
