The point of the draft is not to get a starter to every team. Sure, drafts are different in strenght, but a backup in one team, might be a starter in bobcats. If you don't start eating up minutes in your first season in the NBA, you might aswell pack your bags for D-League or Europe. Guys getting garbage minutes, usually do not sign another contract after their rookie contract ends.
Second round draft picks aren't even guaranteed a contract.
I looked at their first TSV Bogen, he has atleast 3 players from his own team/draft playing at a respectable level. What do you think, how big of a % the players who never change teams (throughout their all-star career), of all the players drafted in history? So before argueing anything you should calculate that %.

for practically nothing, after every draft. It's not hard to draft a star or allstar. Sure you need to invest a bit more in draft. Now here you say, "I can buy a better player from the TL", but if you want to train a player you drafted yourself, wouldn't that mean, you should invest more, instead of crying for draftee level raise.
There is enough potential on the draft. You have drafted MVP and Allstar in S18 draft while picking 15-th and 31-st. Allstar and Star in S19, with 16-th and 32-th pick. Potential would lose it's point, if you can train 75% of players to atleast divI level backups.
