Jus need to know in qdvance when to expect thw trainees to hit the market.
As mentioned by Spaz, waiting for a team to become bot is a very slow process. I believe a team becomes bot after 6 weeks of inactivity. So those inactive from May should be bottified within the week.
But as stressed before by Ah Moi, there are also plenty of local 18yo players who are under active managers and can be negotiated to be put on the market if the price is right. Especially if the manager has no plans to train the player anyway.
So in summary, you can:
1. Look for your future trainees from active managers and try to negotiate a contract for the player to be transferred to your team.
2. Wait for the identified players to become bot and enlisted into the transfer market.
My advice, since we have so many trainees to choose from, review all the trainees and see if there is any trainee that you feel you MUST have.
If they all are about the same, then preferably you go for option 1 to negotiate a contract with an active manager. This way is much faster.
But just so you are aware, a good trainee price on the market can range from $200K to even up to $2M. So you should be aware that just because you have negotiated with an active manager to get a player at $350K doesn't mean you are guaranteed to get the player. You still need to outbid other interested managers.
But looking at your roster, you already have a fair share of trainees in your roster. Some of whom are also local. Why not just continue to train these players? As you said, you are a Tier 3 manager. So if you already have trainees, you might as well, continue to train them and use the money to expand your arena. Your current arena size is only 6.7K which is too small for Div II.
