It doesn't work correctly in Hrvatski language, probably because of that one letter which is different from Calculator version and original text.
Handling is originally translated as Vođenje lopte and Calculator version is Vodenje lopte, so as you can see there is a difference in letter đ :)
One more thing; I've copied skills from one of my SG, and than try to manually upgrade IS by clicking, nothing happens, or to be precise, only JS, JR, OD and R changes salary, why?
I haven't used this tool previously, maybe this is normal...

your second question; that's exactly why we are using this tool..
some skills don't effect the salary for some positions and you can use this strategy to create cheap but effective players..
I tried the calculator on my team and it works only for this player Mile Habuš
(14907612). So, I don't know whether the problem is in the letter
đ but that player has a letter
đ.
The same situation with my friend
(98222), it works only for this player Randy Mercado
(13193993).
