I think if the player gets placed on the national team or U21 team, even temporarily, they get flagged and go on sale instead of retiring. But once the team goes BOT it's too late to save him.

Well, NT/NT potential players will always appear on the TL after his team goes bot even he is not flagged since their salaries are high enough. U21 will need to flag that player before his team goes bot to prevent him to retire forever.
