An approximate fix seems simple enough: recalculate recent attendance numbers and find teams who have a big gap between the new and old numbers. These teams can then get a reimbursement based on how much money they've lost.
Yes, that was the plan. Sadly, I'm at the end of my wits regarding the cause of the issue. Since it doesn't seem to affect everyone it's super hard to pinpoint the cause. I'll probably just throw in the towel, recalculate one or two attendances of last season and move on. Hopefully, it will not happen anymore, but if it does, maybe it will shed some more light on the issue.
