But is it a given that the point guard would do that? I am not asking about the game engine, but is it that a PG with respectable passing and strong exp better than a player with prolific passing and inept exp in decision making+ passing?

Experience is somehow the stoichastic brain of the player, is it better to shot now or did we have enough time to get a better shot or when i pass now Player X has a better shot. So the experienced PG would make more often the right decision of those three points, especially in close cases. The skilled dude, will raise the chanche of getting a better shot at the attack time and especially will give teammates better positions with his pass but will take sometimes a shoot when it better to pass or to wait.
