Going back to my GM days, i'm pretty sure if a NT coach's popularity drops below a certain point (can't remember what the threshold is) or if he goes bot, they can put a replacement in. Their system was to put in whoever got the 2nd highest votes then 3rd highest etc

There was a case this (last) season (24) where a manager did exactly that, he put his entire team on the national team. It was in a fairly large nation like Latvia as well. The GMs removed him after about two weeks and put the person who got the next most votes in although major damage was done with a couple of huge losses and enthusiasm of one.
