construction projects never finish before schedule, sometimes they finish on schedule, so on average the estimate is always an underestimate of the amount of time. We think this is a very realistic system to implement delays. You hope each day that nothing goes wrong, but sometimes something does go wrong.. materials don't arrive etc. I understand that you might argue for a smaller variance in how long it takes, basically that you don't want as many delays, but I think the way we report the estimated time makes real world sense. I wouldn't want an estimate that would sometimes be over and sometimes be under, as that's not how construction goes. In reality its not important whether the estimate is over or under, in fact you know that its an underestimate and smart managers will come to realize this and make their plans accordingly, instead of wishing hopefully that things would turn out exactly as the estimate they were given. We think this is a good mark of a smart manager, one who anticipates the worst case scenario and manages his team for that.
I agree it would be easier to do it otherwise, it would be easier to not have any delays at all.. in fact it would be easiest for managers if they didn't have to wait for construction to happen at all... but we built this game to be a management challenge, and we do think this particular aspect leads people to have to make interesting decisions and react to the unexpected.

at least it does not work like in italy, where also the costs can turn out to be much higher than the estimated ones :D
