I don't think it is fair for the tenth best team in the country to draw the best team in the country when there are bots that draw other bots.

How is the current system more fair? In the current system a div 1 team could draw another div 1 team while there are div 4 teams that might draw 3 bots in a row.

I don't think it is fair for the tenth best team in the country to draw the best team in the country when there are bots that draw other bots.

I think something gives everyone exactly the same chance of a given outcome is inherently fair, by definition.

And this still doesn't change the fact national tournaments do a pretty good job of allocation the championship to the best teams in the country, which means you're trying to fix something that's not really broken.

I don't think the cup is broken. I just know that almost every cup in the world has seedings. The reason they have seedings is to ensure the best team wins and to have a fairer draw.

I am pretty certain you really haven't checked almost every cup in the world, so that's more of an educated guess.

The FA cup is unseeded, but the better teams don't enter until later rounds.

The draw

The draw for each round is not seeded and is broadcast live on television, usually taking place at the conclusion of live coverage of one of the games of the previous round.

As chris902 said, the better teams don't enter the cup until the later rounds. That is the same, or at least very similar to seeding.
