I don't know what the percentages are, but in the past it has been expressed that the penalty is substantial.

Once I scored a basket that still makes me laugh.

During the past season I had a few weeks where my players managed to get only 47 minutes and from what I saw there seems to be no significant loss (or I got lucky and all my players had very high subs.

One player did exceptionaly well, he had 3 ups during one week with only 47 minutes played (Driving, Handling and Inside shot - training was set as 1-on-1 for forwards).

This doesn't actually speak to anything without knowing your player's sublevels. I have had a PG pop with only 20 minutes of training time for the week. I don't know what the percentage is. Maybe and hopefully it is not as severe as 20%. Now that BBBigmouth knows, he ain't sayin'. (There goes the free room and board next time you are in Thailand, pal...)

How are you guys getting pops with only 47 minutes and 20 minutes of training? What level trainer do you all have? I've never received a pop without 48 minutes of training, as far as i remember. 47 minutes and 20 minutes, and you guys got pops? That's amazing.

You can get pops with any amount of training just depends on what the sublevel is.

let's say your player have driving at 7 and you train 1on1 for this week and your player don't get pop. he increases driving to 7,56 (+0,56 - i just estimate number) but you can't see that. he needs to get +1,0 to pop frpm 7-8. so sublevel is number between. and if he has 7,96 and he plays 20 min he can pop because sublevel was close to 8.
