There are alot of factors in play.

What style offense was he in?

Was in a upper league where he was overmatched?

Was he being played 48 minutes straight?

All of these affect shooting.

Still get that kind of player anyways. You have to remember the kind of opponents the guy has had to play. The guy might have played in a league far tougher than ours. Since you're in D.V, that kind of player will be good for your team. That guy is a god shooterfor your level, in my league that kind of player would be an average player. In D.III that kind of player would struggle. It all matter about the competition. Ignore stats when you buy a player, other than how much he fouls. Look at his skills.
