I thought BB-Mark was already there but looked it up and saw the current list of managers in the HOF are Jbmcrock, ouftete, and Rip.
Since that's the case, I think The Mogul should also definately be a candidate for his success with the U21 and although it may be early, it looks like he's looking to fill jbmcrock's shoes and take a permanent seat atop Naismith.

I quit the game and I become legendary? Come on... There are lots of people who deserve to be there more than me. In fact, what did I ever accomplish?

Anyhow, my vote would be harfang. If for nothing else - consistency. He must have the longest streak of being in Naismith of anyone. Plus he won a cup during the oeuftete-jbmcrock times.
