I think first player should pop every two weeks regularly in all three areas you train and sometimes you should see two consecutive pops.
The other player's height is a bit problematic here, but I think he should still make pops every two weeks, except maybe in RB which will occaionaly take three weeks.

Don't forget the secondaries!

Very few of us get perfect players. Player 1 will improve very fast but his atrocious passing will be a killer for ever. Player 2 will improve slowly but will have the excellent chance to be made into a PF if you desire.
