You will have to look at all 64 division IV leagues and count the bots that wont be relegated normally. Then do the same for division I, II and III. Then look at all 256 division Vs and look at the teams with the best record. See how many have a record better than yours. Then speculate how many wont win their championships.

A mammoth task but if you undertook it you would have some idea but be assured that no-one will do it for you.

As already said the best idea is to win!

So, im a 16-1 with a 2 point loss to a 17-0 team. My PD is 269. Say i win the rest of my regular season games but lose in the championship. What are the chances of me promoting then?

I'm no expert of USA leagues, but with a 21-1 record and a good PD I'd say your chances are pretty good. If you are 100% sure you can't win the title because the other team is too strong, then try to win the remaining league games with as much PD as possible (use Full Court Press against weaker teams) and use Normal Enthusiasm. If you think you can maybe manage an upset, then use TIE as much as possible until the playoffs and then go from there.

EDIT: I compared a bit your team and the 17-0 team and I think your chances to win the whole thing are slim to none, especially with your underwhelming inside players compared to his and bad game shape of your two best players. So I'd go with the first plan (to get as good PD as possible in remaining league games).
