In my country it says - Draft order must be submitted before 26/11/2012.

It was still 25/11/2012, but draft list was not available anymore.

That stinks!
All I can say is to possibly bring it up with your local GM or any GM, post it in the Bugs section (if not already there, or to add on to an existing post), or maybe someone with more knowledge of the matter can be of more help and post a reply here.

As Thelonious alluded to, if time allows, it's better to have it done in advance, and make any adjustments and/or complete any additional tasks afterwards.

I didn't see any message that says "don't forget to set your draft list until..." as I used to see before they close the lists
I also tried to set mine 10 hours ago (which now I understand it was in the time limit) but I couldn't.. I thought it was a bug and it will be fixed
so stinks

I glanced over my draft order one last time Saturday night, around 11pm I think (US Central). I didn't see a deadline anywhere on the page, and made some changes before midnight to be on the safe side.

I know all too well that the deadline can be confusing because there's no set time. In season 19 the scouting wasn't closed until after the financial update on the day of the off-season processing, allowing me to use the scouting points from that update when I really shouldn't have been able to. This caught me out in season 20 when there were more interviews I wanted to do in the draft but couldn't because unlike the previous season, the scouting closed the day before, resulting in the following you-know-what storm in the forum:

Moral of the story is you should plan to do all your scouting and pre-ranking by the Saturday before the off-season processing at the latest. Do not procrastinate.

If it says, set your draft order by 26/11/2012.

Then I should be able to set the order if it is 25/11/2012 yet. Right?

Well, as Boston is 7 hoursbehind Latvian time, he should have even more (if that´s possible) been able to change his draft order on the latvian 25th.
