What eagles said.....to be more into depth I think Players come out between 1PM-3PM EST Depending if BB Processing is going fast or not
And ik this doesn't concern the draft but people go to New Leagues around 11PM EST (near midnight)
Or earlier, as the case may be, on both counts.
