Well perhaps they built to many bleachers and want to build a lot more Luxury boxes. As there is a limit to how many seats you can get in a certain building that sure limits you. You can look at the soft can for attendance like something like the building that cant be filled over a certain point.
Indeed. My arena is big... and early on in my team's life - a lot of bleacher seats made sense (perhaps I did indeed overdo it there). I'd like to shift the balance of my seating, and see if I can maximize attendance/income. It would be a bit of a continuation of the endgame as far as arenas go.
Of course, at a cost. I'd imagine there'd be a cost for demolition, then the regular cost of building on top of that.
