I agree with you in the case of the upper divisions. In the lower divisions, where a lot of the teams are bots, it might be a little different.

One draft, I think we had four or five humans by the end of the season. I had the best overall record and drafted last. I spent a nice sum on scouting, but was had no choice as to my last pick. I just got whomever most of the bots didn't want. If there was a slightly larger pool, my scouting might have actually yielded a better player that the bots had missed.

Still, you drafted two players worth the scouting. With a lot of bots those players will probably be slightly better than in a complete human league.

Having garbage in the last pick is just the price you pay for being a solid team in the league while the extra income from playoffs, extra fanclub members and possible promotion is the gain.

My opinion: the draft system is fine as it is.
