"Player Salaries Floor" is what you should have to pay (and it's the same for every team of your league) and it depends by TV contracts.
Staff Salaries doesn't matter.

Now you need one more player (or more other players) that cost at least $ 62450/week and you will respect salary floor.
If you don't buy another player you pay $ 62450/week like a tax. You have to pay anyway.

Floor->minimum pay for salaries of the players. If your roster has 0 players you still pay the salary floor.
