Please understand, what was written there, before you say something: teams qualified through WC qualifier to proper round of competition, will still begin with 0-0 record according to that sugestion. We are talking only about teams, which will parachute to Consolation Tournament after lost qualifiers.
Of course I support this suggestion: I was a U21 manager once and I would like to share my thoughts. Firstly, in U21 the strength of team is said to vary strongly between the seasons - so, if I know, that my team won't qualify to continental finals, and in next season my roster will be much weaker and I don't have a chance to qualify to WC, I may start to throw the games during the season to get qualified to CT directly and improve my chance to host the continentals later. Secondly, due to differences in strength between teams (Europeans are most likely to qualify, Asians and Americans have few chances, Africans actually don't count) and the format of tournament (one lost match eliminates you in 90% cases), most of games are likely to be a dead rubbers - both teams know, that won't get through. This suggestion may increase the stake of games and make them more competitive.
