3 minutes means that they get 1/16 of full training.

Not true, they probably only got 1/25 or so, the amount of training that you get increases sort of exponentially I believe, until it hits the maximum at 48mins.

I believe you. Should be close to or more than 48 minutes to be efficient to train a player for sure though according to rules.
