Correct me if I am wrong in saying that it does not matter how many people train in the C position in my scenario. I could have A and B get 48 minutes and then C,D,E,F,G,H all get 4 minutes each and A and B would still get the full amount of training?

Ok, it depends what you are talking about. In your example you were talking about rebounding. So, if you choose the PF/C training option, 48 minutes at PF and/or C gets you the maximum amount of training. More minutes does nothing. Less minutes and you get less training.
However, if you choose to train "team" rebounding, the amount of training is significantly reduced. But 48 minutes is still the maximum amount of training.
So yes, the only thing that matters for the training of A and B is the amount of minutes A and B get.
