How about the skills number in players
1 = bad skill
5= good skill

last team in a league gets the first pick?that means if a team from 1st division goes down to lower division then the relegated team gets the best pick?

Draft players get picked before the relegation and promotion. So if you are worst in 1st division you pick your player first in 1st division and then relegate.
