It takes one game which is the tutorial game to reach level two, another to make level three. I think at level three you can play PvP but just can't enter the chatrooms until level five. Really unless you are amazing it is worth playing a PvE game or two each time you are learning a new champion. In fact I probably play them 10 times PvE until I really have the feel for them so I don't let my team down and end up getting trolled just for one missed skillshot in a teamfight, "Stfu noob u suk".

Yeah..something like that. But at Level 3 I still couldn't play in PvP. I only played caused a couple of mates were asking me to during a LAN party lol. Having an experienced person next to you is so much more helpful than any training that can be done against a BOT anyway and I didn't wanna spend a couple of hours vs Bots just so I can play against others. Like I said, I'm not completely new to the format as I used to play DOTA..just kinda sucky that I couldn't play when my mates wanted to vs others.
