I don't see the sale time as a big problem. I for one sell about a player per month. Thus I have no problems trying to list for the peak sale time. I'm bidding on more players per month and evaluate my funds and change of getting him to my team.
We could argue about the best sale time. Is it at the start of the season? When every team is looking for new additions for their roster, is it before the playoffs.
If your player is worth 4mil listing him at 4mil would net you 0 bids at "not sweet" time, would net you 1-2 bids at "sweet time". Listing him at 3,5 would net you 8+ bids at "sweet" time and 2+ bids at "not sweet" time. The goal is to minimize those 1 bid sales, usually those one bid sales are listed too high (unless you have agreed to sell him to someone with that price or are selling a prospect).

That's not necessarily true. For example, lets say I have a really good player, and I list him at 1k at 3pm Australian time. There is only 500 people online (roughly) and so there might only be 10 people interested in my player. If I sell at 2am Australian time there are 3500 people online (roughly) and so there might be 100 people interested in my player. Clearly, chances are that the player sold at 2am is going to sell for more, right? So selling at 3pm, will get you a lower price.

And I'm not saying list players at a higher price, I'm saying that if you list a player worth 2 million at 2 million starting price at 2pm Australian time, you probably won't get a bid, but if you list a player worth 2 million at 2 million starting price at 2am Australian time, you probably will get a bid as there are so many more people online.

If someone is interested in your player they will prolly send you a BB-mail.
Is posting player skills in forum forbidden? To my knowledge you can not link players that are transfer listed. You can post your whole teams skills if you want to as long as they are not transfer listed.
You could write: I'm interested in selling my player [player=blablabla] waiting for offers via BB-mail. Or you could just list your player for a reasonable price (or a bit below it if you are unsure of his value).
There is no need to spam anyone. I'm going to say it once more, if the price is right -> player will always be sold.

Who wants to read forums to find suitable player, if he can filter players on TL?
Why to add new taxes just because you are lazy to set Maximum Current Bid? It allows you not to see players you don't want to see.

You can think of some administration fee which wouldn't depend on asking price but would be the same for placing any player on TL.
Maybe you can think of some other impact of placing player on TL such as game shape drop (because player is stressed by possibility of changing team - but sometime player can look forward to transfer ...). It could be acceptable for me.

This sentence shows that you have absolutely no idea what this tax is about.

I know absolutely about what it is.
You want punish managers which spent a lot of time on this game. But you should know that the game needs this managers (many of them are supporters and the game needs the supporters).
More restrictions more unhappy managers. This idea doesn't make a sense at all.

What are you talking about? How is this going to punish anyone who spends a lot of time in the game?
This will punish managers who constantly list their players for more than they are worth. You clearly have not read this suggestion thorouglhy.

Very awful proposal. I played with such a thing in one manager and it kills it. And it is very newbies unfriendly as you don't really know what you should ask for when selling a player (TPE is only partial help and is not always there). If I would start the game with such a feature, it could actually turn me off and I would consider quitting. Now I'm hooked but still I believe trades should happen on TL/ market no on specific forum and via BB-mail. Same conditions for everyone.

Newbies should use TPE anyway, I know I looked at it when I started. If a newbie overprices his players it would be a good lesson to learn. Newbies also do not play with the prices (how much I could get for this guy max) they usually list them below their market value.
Quitting is a hard word, if this small change, remember not everyone sells players daily/weekly (some even sell less than a player in months). If this makes you quit, you did not have intrest in this game anyway.
Right now I could keep my lowest skilled player on transfer list forever (let's say for 2mil), someone might eventually misclick and give me that cash. Or buy a cheap 2k salary dude and keep him listed for those potential newbies. Who then use their starting cash for this scrub. With this proposal I would be taxed for that player every time 3k (for listing him at 300k), that's 6k a week with 2 listings. Would make you think doesnt it?

Mislicks are Gms business, no issue then. Playrs on TL doesn't xchange anything in the game as long as there is no bid on them, so there is no need to taxed that. It brings nothing (good) to the game.

If you read my proposal correctly: GM's have less transfer price reports. I'm not completely sure when their bells and whistles start the alarm. Perhaps there is none and they work only on the ones that get reported.
It removes the click fishers and constant overpricers. They tryed to implement the report this transfer button, but they were overflown with reports, so they removed it again. So workload is extremely important.
