- Conference winners
- Numbers of victories

Yes, I have all the teams in III ranked like you did if is needed.

I have added a few missing first, seconds and thirds qualified teams with low W-L ratio (so they were not in your list).

Well, I mean I have all the teams in III ranked by number of wins, but I can rank them by Conference position too.

If I´m not wrong, all first and second qualified team in the regular season will promote in principle:

64 teams required to fill the II division. 16 III leagues will have 32 first and 32 seconds.

However, each third or fourth qualified team that wins the conference final will exclude the last second qualified team from the promotion list. In case of massive playoff disaster for 1st and 2nds teams, a few 1st could not be promoted.

You are right, but not at all. In case of massive PO disaster (let's say all of 3rds win their Conference Final) all of 1st will promote too.

32 (3rds team Conference Winners) + 32 (1st Regular Season Ranked team).

So the ones who finish the Regular Season in first position will promote for sure. Teams who finish in second place will have a lot of possibilities if there are no disaster.

Trying to open for all teams that they really understand the importance of conference rank!
- There are 32 teams as conference #1
- And 32 teams as conference #2
- Also there will be in the end 32 league finalists

If all teams in finals are #1 or #2 then all of those will promote. No one from #3 or #4.
If someone from #3 or #4 will get into finals, then worst teams from #2 will not be promoted.
If all teams getting into finals are from #3 or #4, then none of #2 will be promoted and only league finalists and #1 will promote.

So now the question is only about #2 which is interesting. No one will be promoted from #3 or #4 if they will not get into finals. Also #2 is risky, because there will be several teams from #3 and #4 to getting into finals!

You said the truth. Maybe is more important to finish #1 with no enthusiasm and neither options to be at the Conference Final than try to be #2. This may sound like "Ok, g3rjo, you have not discovered the penicillin", so I'll try to explain myself with that theory:

3rd and 4ths ONLY have one option to promote, this option is winning Conference Finals, as we all know. So I think a lot of 3rds and 4ths from all leagues will start to buy expensive players to reach this goal. In that case the more damaged teams will be the 2nds without a doubt. Like my team, now ranked #2 in a draw of victories with #1 but I have to visit the arena of #1, #3 (now the most expensive roster in the league) and #4. For sure I'll be #2 at the end of Regular Season but maybe with 1-2 more losses that sends me to the low part of 2nds ranked team list.
