Do private league games and scrimmages count toward league leader averages? So should I manipulate my players stats in these meaningless games to get them in the All-Star game?

Pretty sure they don't. Private league games would count toward the PL stats and scrims aren't official games/ more like sparring

I tallied the stats and private league games don't factor in, but I couldn't count in scrimmages because I was calculating stats on Miguel Isuzquiza, my starting PG (but he's better than my SG, too) and he doesn't play in scrimmages. I am able to get him enough minutes in my two regular league games so he never plays scrimmages, or at least not yet.

I think his only uses are for experimenting with game mechanics. Due to age he has massive skill drops and a very low salary which means he won't be a burden to the team. I looked up some of the Buzzerbeater records and most of them are against a team with players that have atrocious skills. I wonder if a "lucky fan" would have better skills than this. Plus it looks like he sold for over 100k which means there is a demand for players like this.

Would it be better to draft a 19 year older with higher starting skills or an 18 year old with lower starting skills.

Also two more questions, When would you train free throws? and two would you play the guys that need extra time in cups and scrims?

Because free throws are in team training it doesn't require minutes. You can use it when your minutes get messed up or when you don't have enough minutes, like at the beginning of the season or when you don't have games during the playoffs.
And yes, cup games and scrimmages count toward training minutes. I have regular starters who get their minutes in the first two games. Then I use the scrimmage to balance the minutes of the remaining players.
Note: if a player already has 70 or more minutes you should remove them from the next game so they aren't even on the bench. They could still get subbed due to foul trouble and could go way over in minutes.
