each team starts the season with zero "scouting points".
every week, you get as many scouting points as the scouts you hired. you spend 5k, you get 1 point; 10k, 2 points; 20k, 3 points; 40k, 4 points.
at the end of the season, 48 players are generated. your scouting points are assigned randomly to each player.
* if a player gets 0 scouting points he never got scouted, so you do not see anything.
* if he gets 1 scouting point, you see a numeric value from 1 to 5 — the higher the better.
* if he gets 2 scouting points, you also see a rating from F- to A+, which is more informative
* if he gets 3 scouting points, you also see his highest skill (e.g. "rebounding: respectable")
