It seems like the improvement in draftee starting skills has led to less draftees with glaring holes in their starting builds. That is definitely a good thing.
However, just because they have less glaring holes doesn't mean teams will automatically train them, which I suspect was the hope of the BB's. The fastest training methods still only allow a maximum of 3 trainees under ideal circumstances.
So in a couple years teams that decide to train only this seasons draftees will see big dividends. However, that will come at the cost of abandoned training for previous draftees. I don't see that as a 100% positive improvement.
