I get your point, and while this may only affect few teams (being yours one of the affected), I guess this discussion will come up again sometime soon because as the game keeps going on, more will be the teams affected by the same issue.
I don't think that they will implement something like that because this issue is the exception, not the rule. Although, I'd like to suggest something, if I may: you can always keep your trainees, train your starters too, and then replace them in the beggining of the new season for new ones with salary within the range you can afford. This way, you get to have even better starters as the season goes on, and you just have a little downgrade in the beggining of the new one (although that downgrade is only going to put you where you want to be with this "Don't train" system). You still get to keep the profit of that replacement.
