I was thinking of getting a SG maybe 7k salary with at the very least Strong OD.

You're in for a big surprise when you get to Division IV. You need to upgrade all your positions if you want to be competitive in Division IV. And, specifically, this SG will be terrible in Division IV.

Thanks. Is it really not necesarry for me to bid on a 100-200k SG? that is what I am doing right now. what should I aim for stat wise. Do i need proficient or higher in either js, jr, or od?

Whether you buy one or train one, a good SG in Div IV should have, imo, at least prominent in JS and OD, at least respectable in passing, JR, DR, HA. And anything you can get extra for ID, rebounding, stamina and FTs is a bonus. A player like that will cost substantially more than $200K. Save your money and buy a really good one.

Thank you! does this mean that I should only buy players with good potential? what I have been doing is buying OK players for my division, and selling them when I got a replacement. Should I get some players that are not as fully trained and developed but that are easily trainable, and train them for the next few seasons until they are good starters?

Don't pay for top-of-the-line potential. It's too expensive, and as a new team you probably don't have the top-flight trainer necessary to exploit it. Look for guys in the "star" range. They are inexpensive to buy and have sufficient room for growth.
