I would recommend trying to lower your staff salaries a bit. They seem high for a div 4 team.

Ok I got a cheaper trainer. I have an exceptional PR guy with National appeal at 24K. Is that too much?

That is way too much for a D 4 team its a waste of money.

Level 3 (competent) PR manager is enough for your team. You should aim for PR manager whose salary is between $8000-9000. You should be able to get them quite cheap.

I think that level 2 PR manager quite enough. The quality of PR managers aren´t significant, but level 2 PR manager is cheaper than level 3 and his salary is lower than managers with higher level.
