Really? Because the one I've linked is the only one you have 22yo 6'1ft.
And in fact salary doesn't determine when a player is capped, but the skills (most of the times they go together, but not always)

Mmm, I really think he could be capped. For your words, I guess he is near to be a SF, and they use to cap with lower salaries, since they normally are well-rounded players with most of the skills at good levels. Try the cap formula as Manon suggested and we will have more information

He's within the potential cap according to Joseph kas' formula, 22,51 for a perennial all star SG.
